Tracing back the provenance of girl power in the Philippines can be quite an interesting journey. Significant events here and there provide pieces of a jigsaw puzzle, which explains this evolution. If I asked women today if they knew Filemon Sotto, most would wonder who I am talking about. The first question that would probably come to mind would be how he is related to Tito Sotto.
The former Senate President is one of his grandsons. He hails from Cebu and in a twist of fate, the name Duterte also appears in his personal history. Filemon was romantically involved in with Remedios Duterte, a local beauty queen. This was a time when having children out of wedlock was clearly looked down in society. Filemon had two children by Duterte. The first child, a son, died in infancy. Remedios, however, bore another child, a daughter who was named after Filemon’s mother Pascuala.

Vicente Sotto was born in Cebu City in to Manileño parents, Sotto is remembered as the Father of Cebuano Language and Letters, and for his vigilant stance on Philippine independence. In , he (aged 22) and his brother, Filemon Sotto, published the newspapers La Justicia and El Nacional, which criticized American occupation of the Philippines.
Both publications were ordered suspended and he was imprisoned in Fort San Pedro. Thus, his pen name Taga Kotta which means resident of the fort. In , the maiden issue of his newspaper Ang Suga (The Light) which contained Maming, the first published Cebuano short story, came out.
Sotto was elected mayor of Cebu in but fled to avoid facing a kidnapping suit. He returned in and began publishing The Independent in Manila the following year. A special edition of the journal was released in Paris in Its contents prodded an American senator to file a resolution to grant the Philippines immediate independence.
Vicente Sotto served as representative of the second district of Cebu from to He was elected to the Senate after World War II.
