William Charles Penn RP, ROI, A.
William Charles Penn was a painter and influential teacher at Liverpool School of Art from until after World War II. Born in London, he studied at the Lambeth and City and Guilds Schools of Art from , subsequently winning a scholarship to the Royal Academy from
Penn subsequently studied at the Académie Julian in Paris in and the following year in the Netherlands and Belgium. As well as being a member of Sandon Studios Society and Liverpool Academy, he belonged to the Royal Institute of Oil Painters from and the Royal Society of Portrait Painters from , as well as the Royal Cambrian Academy. He showed 38 works at the Royal Academy, with numerous others at the Royal Glasgow Institute of the Fine Arts, and for many years at the Liverpool Autumn Exhibitions.
Serving with the 57th Division in France in the First World War, he was awarded the Military Cross in In latter years, Penn moved from Liverpool northwards with his family, to Brampton, Cumbria, where he lived until his death in

William Penn ()
He was born at Tower Hill, London, and was educated at Christ Church, Oxford. In , King Charles II of England granted territories inhabited by the Shawnee and Ohio tribes and by the Munsee and Susquehanna tribes to Penn to settle a £16, debt the King owed to Penn's father for his support of the Crown in the Civil War. Penn founded a proprietary colony that provided a place of religious freedom for Quakers. King Charles named the colony "Pennsylvania" ("Penn's Woods" in Latin), after Penn's father, which Penn himself found embarrassing, thinking that people would think he had named the colony for himself. In , Penn came to North America and founded the City of Philadelphia. In total, Penn had 16 children by both his wives, but those listed here are the only ones that survived to adulthood and/or married and had children.

Walker Art Gallery in Liverpool holds several examples. Lived for many years in Birkenhead, but died in Brampton, Cumberland. As an artist in oil Penn was noted for his sparkling, luscious technique.

About William Penn
William Penn was the son of a prominent English admiral with the same name. While his father wanted to groom him for a role with the English elite, Penn instead found himself drawn to the Society of Friends and became a champion of the faith and an activist for religious toleration. In , William Penn petitioned King Charles II for land on the west shore of the Delaware River to establish a colony. He received a royal charter for the colony the following year and founded Pennsylvania. Back in England, he rose to political prominence through his close relationship with King James II. But when James fled the country and abdicated the throne, that relationship put Penn under suspicion and he spent a period of time hiding. In later years he struggled with financial issues as he worked to manage his Pennsylvania colony from afar. He died in
