In , Judge Gottschall ordered a temporary injunction against the State of Illinois barring it from enforcing a new law which would mandate an increase in registration fees for lobbyists.
The state raised lobbyist registration fees for most lobbyists from $ to $1,, and raised the fee for nonprofit groups that employ lobbyists from $ to $1,[2] A class action suit challenging the law was brought on behalf of organizations as well as individuals.
According to the American Civil Liberties Union (ACLU) of Illinois, registering a nonprofit organization and their lobbyist would have increased from $ in , to $ under the new law.[3] The fees were also deemed to be particularly onerous as no other state charges over $ for nonprofit organizations and their lobbyists to register, wh
